Stephen Harper to deliver closing speech at Carney's Canada Investment Summit

Former prime minister Stephen Harper will deliver the closing speech at Prime Minister Mark Carney’s inaugural Canada Investment Summit in Toronto on Tuesday, a senior government source told the National Post. The summit, Carney’s flagship effort to pitch foreign and domestic investors on Canadian projects, has a government list of more than 160 projects seeking investments from $25 million to hundreds of millions of dollars. Harper, who chairs the Alberta Investment Management Corp and oversees more than $200 billion in assets, speaks to Carney regularly and his participation is intended to signal that attracting foreign capital is a cross-partisan exercise. The two-day summit opens with Carney and features pension investment bodies prominently; John Graham, president and CEO of Canada Pension Plan Investment Board, is expected to give a keynote. About 250 invited guests from more than 25 nations are expected to attend, including BlackRock chairman Larry Fink, Barclays CEO C.S. Venkatakrishnan, Saudi Arabia’s Public Investment Fund and Norway’s Norges Bank Investment Management. A high-level program circulated by the government lists panels on critical minerals, defence, energy, artificial intelligence and frontier technology projects. Harper’s speech will be open to media, which is notable given he has given few open-access speeches since leaving politics.
