Stephen Fuhr, a 57-year-old former Royal Canadian Air Force CF-18 pilot and current MP for Kelowna, has been appointed secretary of state for defence procurement to lead the newly created Defence Investment Agency. Fuhr, who earned the call sign "Picasso" as a pilot and publicly opposed Canada buying F-35 fighters after retiring in 2009, has strained relations with parts of the RCAF, the CBC found. The Defence Investment Agency was created last year by Prime Minister Mark Carney's government to speed procurement of tens of billions of dollars in military acquisitions and to manage purchases and deliveries. Under Liberal Bill C-31 Fuhr could gain expanded powers to award sole-sourced contracts to protect Canada's "economic security," a change Justin Massie, a defence expert at Université du Québec à Montréal, called the creation of a "super minister." Fuhr told CBC News, "I'm not afraid to stand out on the hill by myself," and the file notes he has been active on fighter jets, radar planes and helicopter replacement debates. Fuhr's personal background in aviation includes flying a Van's RV-8 and rebuilding a house in West Kelowna after a 2023 wildfire; his new role places him in line to oversee a significant increase in Canada's defence budget and participation in an international next-generation fighter program.
