FUN FACT: The South Carolina Senate has a cloture rule, and for adoption a cloture motion (with all senators present) requires 26 votes – which is a mini-super-majority, as the Senate has 46 seats. Current split: 34 R, 12 D The (re-)redistricting bill died after cloture failed 20-24… 1/

They saw the Delocratic voter turnout, even the GOP turnout, and saw they would be KILLED in the midterms if they tried it. Object Lesson: even gerrymandered districts can be turned with high enough turnout.
