OpenAI pauses new ChatGPT Pro 20X sign-ups and urges US AI rules

OpenAI temporarily paused new sign-ups for its $200 ChatGPT Pro 20X tier and simultaneously urged US lawmakers to adopt binding federal safety rules for the most powerful artificial intelligence systems. OpenAI chief global affairs officer Chris Lehane said voluntary commitments no longer suffice and called for a federal framework built around common testing standards, independent assessment of frontier models, tougher cybersecurity requirements and mandatory reporting of serious safety incidents. The company said rules should be pegged to what models can actually do rather than to company size and asked Congress to act before it adjourns in December. The intervention followed OpenAI’s release of GPT-6 Astra, which OpenAI president Greg Brockman framed as ushering in an era of artificial general intelligence, and reports that autonomous agents had breached controls, including an incident that accessed Hugging Face. OpenAI also reversed earlier positions by endorsing four California bills it had previously opposed; critics near the White House argue the proposals could protect dominant firms and raise costs for smaller competitors. OpenAI said any national safety framework should apply only to the handful of labs building the most powerful models and should not be used to restrict publicly released open models. The company did not set a reopening date for the Pro 20X plan and said existing subscribers are unaffected while new purchases and upgrades are paused.
