Al Carns resigned last week and said the Ministry of Defence is riddled with "unbelievable" waste and inefficiency, saying he was angered by the department's refusal to confront sunk costs in legacy programmes. Carns warned that entrenched sunk costs compel ministers to keep funding failing projects rather than cancelling them and redirecting money to modern capabilities. He called for cancelling or restructuring underperforming programmes before asking for more defence cash, arguing fiscal discipline must precede new spending commitments. That matters because procurement waste undermines military readiness and risks wasting taxpayers' money when government must choose between new equipment, personnel support, and other priorities.
