Hennepin County prosecutors charged ICE agent Christian Castro with four counts of second-degree assault with a deadly weapon and one count of falsely reporting a crime for the January shooting of Venezuelan immigrant Julio Sosa-Celis in north Minneapolis. Castro shot Julio Sosa-Celis during an attempted immigration arrest tied to Operation Metro Surge, and Sosa-Celis survived the nonfatal incident. The Hennepin County Attorney’s Office issued a nationwide arrest warrant and filed the case in district court, announced by County Attorney Mary Moriarty. Castro is the second ICE agent criminally charged in Minnesota connected to Operation Metro Surge, an uncommon prosecution that raises questions about the operation’s tactics and accountability.
