In Louisiana v. Callais the U.S. Supreme Court on Wednesday ruled 6-3 that plaintiffs must prove race was the predominant factor in mapmaking to prevail on a Section 2 racial vote-dilution claim, raising the legal standard for those challenges. The case stemmed from a Louisiana redistricting plan that replaced a district with substantial Black influence with a majority-white seat, and the Court narrowed when federal courts can find maps unlawfully dilute minority voting power. The decision limits a key Voting Rights Act remedy, making it harder for Black and brown communities to secure court-ordered districting changes and shaping how future congressional and legislative maps are litigated.
