Treasury: UK could have built roughly £1 trillion North Sea fund

newsOct 22, 202622665

Chancellor John Healey announced a £2bn Energy Wealth Fund after approving the Jackdaw gas project and said the proceeds of oil and gas can be invested for future generations. For the first time Treasury officials modelled how large a UK sovereign wealth fund could have become if historical North Sea receipts had been invested as Norway invested its revenues. The internal modelling assumes the UK's roughly £200bn of historical receipts were invested with no withdrawals and grew at a rate comparable to Norway's, producing a fund worth probably around £1tn. The BBC notes Norway’s oil fund has reached about $2.4tn and that Norway only began building its fund in earnest in 1996; Norway’s fund is obliged to invest abroad and has benefited from large holdings in US big tech. The UK plan differs: the new fund will be allowed to invest domestically in green energy and will receive new North Sea revenues, including from Jackdaw and field extensions, even as those revenues are forecast to decline as production slows. Treasury insiders called the missing fund a missed opportunity and warned the UK design may struggle to match Norway’s performance. The government created the fund as the UK’s national debt hit £3tn for the first time and says the fund will help finance a transition to a post-oil economy.
