ICE guidance bans high-speed car chases

A newly obtained U.S. Immigration and Customs Enforcement memo orders agents not to engage in high-speed car chases and restricts vehicle stops to officers who have completed specific training, the Associated Press reports. The guidance also requires vehicles used for traffic stops to have lights and sirens that clearly identify them as law enforcement and directs officers on scene to wear and activate body cameras. ICE field office directors must ensure compliance with the new rules, which were issued after a series of encounters in which agents fired their guns during vehicle stops, killing at least four people and wounding others since last year. CNN and AP reporting say the memo aims to tighten when and how ICE may stop motorists, limiting stops to trained personnel and imposing equipment and recording requirements. The memo does not eliminate vehicle stops but narrows who may conduct them and adds operational safeguards for stops going forward.
