Mark Carney says Canada prepared for 'extreme tail risk' of U.S. military action

In a New York Times interview Prime Minister Mark Carney said he had studied the possibility that U.S. President Donald Trump might order military action against Canada, calling the scenario an "extreme tail risk" and saying "it would be irresponsible not to" prepare. Carney described that examination as "just risk management," but declined to provide specifics when The Times and CTV News asked what preparations Ottawa had taken. CTV quoted The Times' Canada bureau chief Matina Stevis-Gridneff saying Carney paused and "clearly reflected very, very carefully" before answering and that he did not use the word "invasion," a term the newspaper used. The remarks came the same day Trump said Canada was "destroying itself by allowing millions and millions of people into the Country" who were "essentially unchecked and unvetted." U.S. political analyst Eric Ham told CTV News that Carney was being "prudent" to plan for an unlikely but severe contingency, and former NDP leader Tom Mulcair said such risk management is part of a prime minister's job. Carney also spoke in New York at a pledging event for the OceanEye observation system, which the report says is funded largely by the European Union.
