Vladimir Putin arrived in New Delhi ahead of the expanded 11-member BRICS summit, which Chinese leader Xi Jinping is also attending and which New Delhi says will be dominated by wars in the Middle East and Ukraine. Putin is due to meet Iran’s president Masoud Pezeshkian and India’s prime minister Narendra Modi; footage showed Putin landing at Palam air force station and being received by India’s minister of state for external affairs Kirti Vardhan Singh. The summit marks Xi’s first visit to India since 2019 and is being read as a significant step in a cautious thaw between the two rival neighbors, even as deep mistrust over their disputed frontier, a widening trade deficit and strategic rivalry remain. BRICS has expanded to include Iran, Saudi Arabia and the United Arab Emirates, a change analysts say complicates consensus because these members take sharply differing positions on the Gulf war. Harsh V Pant of the Observer Research Foundation called the Gulf conflict the summit’s “central fault line,” and Shilan Shah of Capital Economics noted the group’s cohesion will be tested after BRICS foreign ministers failed to agree a joint statement in May. India has sought to balance ties with Iran and Israel while also deepening energy and strategic links with Russia as the war in Ukraine continues, making New Delhi’s diplomatic navigation a central focus of the talks.
