ProPublica: General Dynamics' $533M artillery plant produced no usable shells

General Dynamics opened a Texas artillery plant near Dallas to produce shells for Ukraine but the $533 million facility never produced a single usable shell, the Department of Defense inspector general concluded in July. In summer 2024 workers said the plant’s imported Turkish machines repeatedly failed and caught fire; giant robot arms drenched in oil would combust while moving steel blocks heated to 1,800 degrees, and one blaze melted a robot’s cables, sidelining it for a week. Robots swung out of control, dropped hunks of steel as far as 5 feet, and the factory’s signature stretcher frequently cracked steel beyond repair. Large presses required regular pounding with a sledgehammer and still botched nearly every shell, and employees described acrid smoke and extreme heat inside the buildings. The Army halted work on two of three production lines in August 2025 after General Dynamics missed eight deadlines. The Army has not publicly held General Dynamics or the Turkish subcontractor accountable, has not recovered funds, and General Dynamics remains in charge while promising to bring in another unproven technology to fix the plant.
