European Commission President Ursula von der Leyen and Ukrainian President Volodymyr Zelenskyy signed an agreement in Kyiv to jointly boost drone production, announced during Ukraine’s Statehood Day ceremony in Saint Michael’s Square. The initiative pairs the EU’s industrial capacity with Ukraine’s battle-tested drone expertise developed over more than four years of fighting Russian forces. Zelenskyy said the plan aims to make 10 million drones a year and eventually 20 million. Funding will come from the €90 billion EU support loan to Ukraine and roughly €10 billion remaining in the SAFE defence programme. The deal allows drones to be built and temporarily stored across EU territory rather than in Ukraine to protect them from Russian strikes, with the article indicating transfers to Ukraine or interested member states after a short period described as two to three months. The Commission said it intends later to expand the partnership toward ballistic and anti-ballistic missile production, though that step remains long term.
