Alan Milburn's government-commissioned review warns up to 1.25 million young people could be outside education, employment or training, calling that outcome a 'lost generation'. Milburn says NEET numbers are on course to rise by about 25% without urgent action and identifies systemic failures in education, health and welfare that leave young people unprepared for work.
