Small businesses struggle to get tariff refunds after Supreme Court ruling

After the Supreme Court struck down most of President Trump's tariffs, importers such as Richard Brown began lining up paperwork to reclaim duties they paid. The refund process requires detailed customs documentation and runs on glitch-prone government systems, creating delays and rejected claims. The backlog and administrative hurdles may leave billions of dollars in duty refunds unclaimed, with small importers least able to pursue complex claims. That matters because WHO recovers those funds will affect small-business cash flow and WHO ultimately bears the cost of the tariff reversal, consumers or companies with resources to file claims.
