Ukrainian drone and missile strikes hit the Kuibyshev oil refinery in Samara and the VNIIR-Progress military electronics plant in Cheboksary, Chuvashia. The strikes damaged refinery infrastructure and struck the VNIIR-Progress facility, which had halted operations after a drone strike in April and was also targeted in January. Hitting a major refinery and a military electronics plant tightens pressure on Russia’s refining capacity and military supply chains, threatening fuel supplies and squeezing Kremlin oil revenues already constrained by Western price caps.
