Presumably this has overlapped with him being a member of the London Assembly (which he has been since May 2021). I think that makes it worse - as an Assembly member he would have voted on the London Mayor's council tax proposals each year - an annual reminder that council tax exists.
I don't think it would have been a big story, every party except Labour get a free pass. If Starmer forgot to pay anyone anything however they would be camped outside no 10 for months
